How the host countries decided, let's understand by the history of the 2019 hosting controversy. The 2019 World Cup was hosted by England and Wales, it was pre-decided in April 2006.
The heads of all the top cricketing nations of the world gathered to decide the host nation of all the ICC events from 2007 to 2019 in April 2006.

But why 2019 is controversial?
In 2019 ODI WC was hosted by England, it was rainy weather conditions which caused 4 vital group stage matches abandoned due to rain itself. It was the year when most matches were abandoned in the ICC tournament due to rain.
Fans were very angry at the ICC's decision to make England and Wales the host for 2019 despite knowing the conditions.
But fans shouldn't criticize ICC for this as it was pre-decided and ICC follows a rotational policy for the host nation since 1983.
What this policy says:
Under this policy, each playing country bloc will have the right to host the Cricket World Cup once in 20 years but India has a different policy due to its revenue sharing to ICC or vice versa.
Hence India doesn't follow this rule strictly as others.
ICC also conducts a voting session - where the top teams cast their votes to decide the hosts.
How does voting work?
Take an example where ICC wants to decide host for the 2027 ODI World Cup, where ICC will conduct a voting session for the decision of the host nation, and then all the playing countries will vote. Suppose the Asian bloc received 10 votes while Australia and England received only 3 votes so it means more votes to the Asian block and Asian country will host the event.
In conclusion, India's dominance helped them secure the rights to the 2023 World Cup and overall ICC has a fixed rotational policy to decide the hosts for ICC big events, according to this African continent will 2027 ICC World Cup.
